Here are filling instructions for Sheaffer Snorkel fountain pens: Unscrew the barrel end blind cap and pull out the plunger. Immerse ONLY  the Snorkel tube into the ink Push the blind cap and plunger down, wait five seconds and screw down. Be sure to pull blind cap out BEFORE you dip tube into the ink, if not you will draw ink around the sac and into the mechanism as well. Remove from the ink and wipe nib after filling. Always place cap onto the pen with the nib pointing up, do not put the pen into the cap with the nib pointing down - this will prevent ink from getting into the cap.
